I think the police will have arrested him in the first place because information was provided to them by the Hunters, so really they didn't need to confront him, it was the arrest that caused him to commit suicide.
The police will have released him simply because they won't have considered him an escape risk and probably not an active threat to the community just creepy.
Anyone who is involved in this kind of thing knows that this sort of thing takes time so I doubt they would have taken matters into their own hands so quickly.
