If the browser follows RFC 2019, 2965 and 6265, it should only be able to accept 300 cookies which are a maximum of 4096 bytes each. So yes. You can store enough data in cookies for an optimized page or two, with or without images. Maybe you could store an 8bit track as epic background music as well as a few dozen links for your Web Ring.

The update issue seems artificial, but I could be wrong. There are different hardware components (requires different kernel drivers) and also a big CPU update, so that could be part of maintaining updates for an older Pixel phone. (Game performance is a non-issue for me since I don't game on my phone at all.)
While I get that it is problematic for manufacturers to stop updating old hardware, it doesn't make sense to me why they would stop in this case. (Oct 2024/Oct 2026 for the Pixel 6 Pro)

I have a Pixel 6 Pro and looking at the raw specs, there is no justification for an upgrade.
The prices differences are weird as well. For my upgrade, it would be $549 for the Pixel 7 Pro and $599 for the Pixel 8 Pro?
Aside from some camera differences, these phones have flat-lined.

I quickly tried, but I gave up as I just needed the install done. It didn't occur to me to pull the network cable as that may have worked. If I remember what I was reading at the time correctly, it will take a bit for the option to show to do an offline install if you don't have a network connection. (I could be completely wrong on that! It's been a couple of months already.)
Yes. I had to do that on my latest reinstall. I had to create a local account after the install and log out of my MS account. It really tried to force backups, which is super annoying.
Use local accounts only and do not login to a Microsoft account.
Edit: In my situation, I used an MS account during a reinstall and disabled backups and logged out quickly after. There are methods to still do an offline install, from what I understand.
Disabling backup is annoying, but not hard.
