I think it depends what you mean by "afford", they might have enough money stashed away to host one time but it's going to seriously take away from their future

NK has never chosen their future or basic needs over useless megaprojects though

Okay let me just lobby the government to build long distance high speed rail before I take my trips.

High speed rail makes more sense for sure, but it's not available in most of the country. There's only two stretches in the US, in the northeast corridor and surprisingly in Florida

Distances that require a flight are far too common here in the US at least, it's kind of unavoidable

US freight rail is fine and a lot of cargo goes by train for the most part. There's still gotta be trucks to get to and from the terminal. Not many facilities have built in rail spurs, or the need to ship an entire train load at once for that matter

Most rocky planets are pretty desert like, they were just planning ahead. I guess that raises the question of if Space Force, or the Army, or Marines (dare I say Space Marines?) would handle land warfare on other planets
