Doesn't preempt federal law, only state law

On Android you can long press an app icon to get to app properties (from launcher or app switcher) and look for storage and then wipe cache
FYI not all jurisdictions deal with website hosting (storage and distribution) as equivalent to hotspot/ internet services (dumb relay)
FYI in USA the law CDA section 230 only preempts state law but not federal law. If something which is federally illegal lands on your server you need to deal with it ASAP
It wouldn't make sense to implement full USB 3 and then cap speeds. The alternative protocols like displayport over USB 3 needs the extra wires which were added in USB 3, so if the port only have USB 2 pins + power then it can't support the new USB 3 features
If the port only have a USB 2 controller you can't get faster speeds. Note that the lightning cable is also limited to USB 2 speeds, they would need more changes than just swapping controller (need more bandwidth to the controller) to support USB 3 speeds

I don't view them as allies, just less terrible. I specifically do not treat it as sports because that's far too simplified.
Since they're a little less totalitarian than GOP they don't force everybody to vote with the party as aggressively. When the majority is narrow it like now that means Biden can't force it through if even just 1 or 2 people aren't on board.
And then you can look at the track record of the specific senators who won't go along. The party leadership would have to push alternative candidates to get them voted out to make that happen. But do you want them to have that degree of centralized control?
I have zero problems with critique of the west. The problem is those people only want to allow criticism of the west and nothing else
No they're actively supporting it in a literal sense. Tell them Russia needs to stop killing civilians and they'll say something about corruption needing to be purged (as if killing civilians will do that), or something about denazification (implying all Ukrainians deserve to be killed), or deny it's happening despite all evidence
You may be thinking about DMCA in US law which have the "don't know about it" provision. You're still not protected from other federal laws unless those too have a similar provision
