How many people live a 5 minute walk from a grocery store? I think the closest one to me is about 5 miles away in a city of 250k+. That'd be like a 4 hour round trip walk on average.
You might look for a used Optiplex SFF or micro form factor PC. These can be purchased for around $100 in the US and have full fledged PC hardware which is capable of running most things. The downside here is less peripheral support for things like PCIE or internal storage.

I have definitely noticed an improvement here at events like concerts or conventions where an assload of people are all in one location using their phones. Previously you'd be lucky to check your email while now you can still stream a video for example.

Autopilot is just advanced cruise control. I think you're conflating it with FSD which is their autonomous driving feature.
Are you ripping and encoding them with Handbrake? You can at least speed it up a bit by just ripping them with MakeMKV and then leaving them in the full quality format to skip the long encode. This will take up more HDD space but save a ton of time comparably.
My main problem with this line of thinking is that our cities already exist as they are, and it would take Herculean effort from the government, citizens, and companies in order to raze and rebuild them in a more ideal way.
My city passed mixed use zoning to tackle exactly this years ago and nothing has changed.
