There should be multiple amounts of 18+ discord servers, although their method varies in terms of age verification

Hmm that's interesting, I would assume there are a lot of active discord servers that you can find on disboard.org. What does qualify as an "active VC" for you?
Have you considered checking out Second Life? It has a lot of non-kids on it, and voice chat.
