the report in question is from 1985. this in no way contradicts the millions of people who died due to famine in the USSR in the 30s. it ain't the pro-stalinism gotcha you seem to be trying to deceptively pass it off as, OP.

There were regular famines in that part of the world up until the Soviets ended them.

Turns out history didn't begin in 1917.

And Soviet despotism and mismanagement made them far worse than they were even under the Tsar. Soviet agricultural production lagged behind the West even after the advent of things like chemical fertilizers and powered irrigation eliminated true famines.
