Dubai is literally like the loose sex capital of the world for rich people. OP is confusing Dubai with Saudi Arabia and even they are reluctantly starting to liberalize.
Dubai is less conservative than other places in the region, but it’s still fairly strict by international standards. It was illegal to live with an unmarried partner in the UAE until 2020 and extra-marital sex is still an offence.

I meant Iran is like Saudi Arabia, not Dubai.
