Thats not actually a pipe though.
That's a foam-and-fiberglass toy, usually used in (post-apocalyptic) Live-Action Role Play, or LARP, as a weapon or "boffer" to smack other players without actually breaking their bones in real life.
Specifically, this is the Calimacil Neo.
