Lighter skinned men on tv mostly have makeup to counter the bright lights so they don't appear pasty. They don't generally go for strong eyeliner as part of that makeup.
Vance is a terrible person who opposes anything involving LGBTQ+ folks. His not following the strict gender roles he promotes is worthy of mocking.
Again: TV makeup is not the same thing as eyeliner. This is not a complicated topic.
