I feel this is missing a couple of !important statements :)
Maemo and later Meego yes... I had a Nokia N900 and it was an awesome phone. Basically Debian in your pocket, easily accessible terminal with root etc.
That's no longer a technical process issue but more of a teamcoach/HR kind of issue then. You should be able to assume good intentions from colleagues, imho.
We use a CI pipeline check which prevents merges to master if the code contains a TODO. A precommit hook only works if the developer has the hooks configured.
I would recommend getting a Google Takeout export every year or so. Even before it falls off a cliff it's a good idea to have your own backups. Accounts can get blocked, hacked, etc.

At the risk of sounding incredibly naive, what kind of western censorship are you talking about? I've never noticed that as an issue with either Google, DDG or kagi.
Aren't all Hue bulbs Zigbee? They have some WiFi or bluetooth models now I believe but afaik all of them support Zigbee with a bridge.
You could also see it as you preventing someone else from learning from their own mistakes. Maybe reframing it like that could help with skipping :)
