The r/piracy wiki died when I stopped updating it which is a shame, I used to recommend it to everyone. Now I pass them onto FMHY or awesome.
Start by using MakeMKV to rip the dvds onto your pc and then use Handbrake to decrease the size even further.

You're asking on Lemmy, so you're going to get a lot of privacy related answers. For usability, Cloudflare tunnels are a super easy and free way to setup and don't involve your family members having to VPN into your network with Tailscale or Wireguard. This is especially useful if they are streaming from a smart TV or media stick.
Is it the most privacy-friendly? No. You're giving up a little bit of that for convenience and lower maintenance. IMO for my threat model, it's worth it.

I'm on Jellyseerr awaiting the day that Overseerr receives its decoupling update to allow Jellyfin servers.
While there's nothing particularly wrong with putting everything through a vpn, you could use a qbittorrentvpn docker image which runs a wireguard client with a kill switch which the torrent client can tunnel through.
You can simplify it way down to Kodi + RD and have your own streaming service. This looks more like a hobby though to get every little thing just right.
You could try a search aggregator such as qbittorrent search or snowfl.com
