To be honest, if someone is stupid enough to throw burning things into the trash can, I don't really think you can make them change their mind.
Of course, if you mean the ash tray on some trash cans. A normal ash tray, like the one on a table, however, will still get emptied into a trash can.
When you say "and", do you mean together?

Yeah man, those people are pieces of shit. I also extunguished many burning trash cans in my time.
That's why, back when I used to smoke, I had to be 100% sure the cigarette was not even warm (by touching the end with my finger) before throwing it out.
I mean, if you dip it in water or make sure it's not burning/warm to the touch when you throw it out, no harm can be done. I do agree with you about burning cigarette butts though.

Everything is encrypted nowadays, with HTTP or similar. They only get DNS requests (if you use DNS over HTTPS or over TLS, not even that). Unless you have a zero day in your encryption scheme or network stack, you're fine.
