I don't know that they have "changed the terms", it just that they advertised it as if it was an actual guarantee to not see price increases, when it was only a guarantee that they would pay customers last months bill if they wanted to cancel if they did increase the price of montly service. It could be claimed it was fraud (with a very low likelihood of succeeding at trial), but not false advertising, if the terms were laid out for anyone to read before they signed their contract.

It may seem unfair, though the judge isn't allowing the Government to use their court to backdoor a exposure of Google's ad business, which doesn't prevent the Government from opening up a Monopoly case (or any other case) against Google, it just means the Government won't be permitted to do this specific thing in this specific way. It's the law and it's pretty simple, and Googles lawyers saw that.

If you have many choices for your Internet Service Providers where you are, go ahead, and if they terminate your service, sign up for another one, if there isn't, a VPN is absolutely necessary if only to protect your access.
