Only to download the model, then it works offline (at least on Pixels with Tensor, not sure about the rest)

On GrapheneOS you can disable GBoard's network (after downloading the STT model, took a day or so when I did it) and uninstall google services and it still works fine...

I'm well pleased with my gOS on it's own merits, I occasionally hear things like this (glad Daniel Mikay is out, hope he gets help), but do not engage. Maybe this is a sign for you to do similar...

Evaporate it to solid, store it if need be, or distribute it back into the sea in absorbable chunks. The water's ending up back in the sea eventually anyway, see water cycle, so it should be zero sum, just need to avoid local overloads. Seems eminently solvable.

A NAS is a standalone device that uses low power and solves your problem, but is expensive (synology, openNAS etc) an external drive is not a NAS it's an offline backup (a worthy thing, and perhaps your priority for data integrity / an actual backup). As Asked, get an external USB3 caddy for drives and any well reputed SSD, Crucial, Samsung ,etc...

No sale. Most encryption algorithms in use today are already quantum resistant and there are a bunch of stronger ones waiting in the wings. Basically a solved problem. Stuff the NSA already harvested years ago, not so much.
