I sorta get most of it but what's the significance of "CEO,OOO,OOO" besides being a bad t-shirt you buy on the boardwalk?

I've heard of chaos testing going as far as walking into a DC and pulling plugs until alarms start going off, but this is just awful all around.

Youtube (and Twitch to a degree) are in unique positions because they own their own infra (GCP and AWS).

I'd wager a true competitor would almost be required to operate similarly to avoid being dependent on a IaaS provider.
