"investigate possible instances of discrimination of broadband access, work to solve and—when necessary—penalize companies for failing to meet the obligations defined in the rules."

So the FCC could investigate where the billions for rural deployment of broadband have gone and why it's going slower than a snail in molasses? Or investigate the legitimacy of ISP's keeping municipal broadband from happening?

If so then this new rule sounds amazing!
