Idk. Depending on the strength of the bow and the type of arrowhead, I'm pretty sure it'd work (at least to enter the skull cavity). Let's assume, probably on the low end, 35lbs. That's 30lbs in small fraction of an in/cm, assuming an arrowhead meant to kill something, not a target shooting arrowhead. I'm pretty sure it'll go through bone, depending on where it hits, what angle, and the dozens of other factors involved.
