Amazon Prime is a yearly subscription that gets you discounts on on shipping on stuff you order from Amazon... and gets you access to Prime Video.
It doesn't seem clear from the article whether the ads or 2.99 fee will get someone access to the streaming service without having the Prime shipping service. Probably not, since disentangling these services would be good, and Amazon only does evil things.
IIRC they also sell only Prime Video already if you really want it, though it's usually a better deal to get the free shipping too. I presume this applies to both.
