Conspiracy to blank requires at least one overt action, demonstrating that you intend to fulfill your commitment to blank.

We could talk about doing blank all day, make plans to blank. Draw up little blank maps and assign blank duties. Until someone actually does something, it's all just talk.

Intention doesn’t require action.

No but you still gotta prove it. That and freedom of speech is a thing.

I can say I plan to go and do any old crime, I can talk about it with my friends who might give me ideas. They might even volunteer to help.

Until someone actually does something, all we're doing is talking. We're protected by the first amendment, and it would be damn near impossible to prove we actually intended to do anything.

Unless we're threatening elected officials. They tend to embed themselves, push for the plot, and still wait until they make an attempt to act on the conspiracy that they're kind of responsible for.

Notably, they had to actually show up at the house before the cops took any action.

An overt action can be pretty simple, but it does have to happen.

Yep.

My mandatory reporting is based on my interpretation of their intent not their actions.

Sure, let the courts decide but that doesn’t quite equate to what precedes.
