Helluva Boss and Hazbin Hotel started years ago. Is this a third thing?

Hazbin Hotel is being held hostage by the studio, which is why Heluva Boss is actually becoming more serious, as was originally made just to be a wacky spin-off they could use their more ridiculous and outlandish ideas on. And then the other show entered development hell
