It doesn't mention who is going to foot the bill for EVSEs or installation. It's a shitty article.

Presumably this is intended for new construction, as it's much cheaper to install then. Same reason it's required for all new construction in some areas of Europe.

Guaranteed the landlord provides a 1 month "promotional" rate and then jacks it up to extortionate pricing with little to no disclosure.
