I feel like safeguards should be created legislatively. Executive orders have limited reach and can essentially be undone with a pen by the next president

Don't really see anything getting passed through Congress anytime soon, so I guess this is the only way to go about it right now.

Agreed, non emergency EOs are a terrible way to legislate.
