can anybody give me the tldr on what they do?
They take cracked games and compress their size down so that shipmates with low bandwidth can download them easier.

I only just noticed that they don't work if you are offline so they are worthless. It means it's connecting to a server that could disappear at any moment and make your downloads useless.
That is not true. I use Fitgirl repacks regularly and you can definitely install them while offline. You probably just accidentally checked (or didn't uncheck as I believe they are checked by default) the option to download additional files (see the three examples in the screenshot below).
Yeah, the downloads are coming from Microsoft, and they would be required by the game no matter how you install it.
Kind of a nitpick, frankly. A piece of third-party software that is required for the game to run is hardly FitGirl's fault. And if you already have it installed, then you are not required to download it in the launcher. You can proceed to skip that part & install the game without any Internet connection whatsoever.
(Also, if you didn't have access to the Internet at least SOMETIMES then you wouldn't be able to have gotten the repack downloaded in the first place.)
And if you’re transferring it to a PC without internet access, the repack pages have the info of what other packages are needed and where to download them.
OK I'll go back and have a look.
